children's book about rain

Does anyone else remember a children's picture book, might have been a Golden Book, about a little girl (Samantha, maybe?) looking out a window and pouting because it's a rainy day. Then her grandpa (I think it's her grandpa) comes along and tells her how wonderful the rain is for the garden, the birds, the animals, etc.
